Building Assessor class and functions

A Building Assessor is an entity that provides a building assessment service.
A building assessment service is the doing of building assessment work.
Building assessment work is preparing and providing an energy efficiency certificate under the Building Act 2004; or an energy efficiency statement; or a statement, certificate or other document prescribed by regulation.
Energy efficiency certificate is defined under s139 C of the Building Act 2004.

Software endorsement

A Building Assessor licence must be endorsed with a software endorsement.
The Construction Occupations Registrar only endorses a licence for the use of software if satisfied that licensee can safely and competently perform energy rating assessments in that type of software.

Insurance requirements

A Building Assessor must have adequate Professional Indemnity insurance to be eligible for a licence.
The insurance certificate must state that the applicant is an insured person under the policy.
Insurance must meet the minimum requirements as prescribed under section 16B(2) of the Construction Occupations (Licensing) Regulation 2004 (the regulation).
Section 16B(2) of the regulation states that an applicant is adequately insured if the applicant has professional indemnity insurance that provides
a) indemnity against claims for breach of professional duty as a Building Assessor; and
b) a minimum limit of indemnity of $1,000,000 for a single claim.

Insurance requirements

A Building Surveyor must have adequate insurance to be eligible for a licence. The insurance certificate must state that the applicant is an insured person under the policy. Insurance must also meet the minimum requirements as prescribed under section 17(4) of the Construction Occupations (Licensing) Regulation 2004 (the regulation). For employee classes a certificate can be issued in the employer's name however that employer must also hold a licence as a Building Surveyor in the ACT. Section 17(4) of the regulation states that an applicant is adequately insured if the applicant has professional indemnity insurance that provides
a) indemnity against claims for breach of professional duty as a Building Surveyor; and
b) a minimum limit of indemnity of $1,000,000 for a single claim; and
c) a minimum limit of indemnity of $1,000,000 for the total of all claims made against the application during the period of cover; and
d) in addition to the indemnities mentioned in paragraphs (b) and (c), a minimum limit of indemnity for the costs and expenses of defending or settling a claim of 20 per cent of the limit of the indemnity for the claim.

Works Assessor class and functions

A Works Assessor is an entity who provides, has provided or proposes to provide a works assessment service. A works assessment service is the doing of works assessment work. Works assessment work means:
(a) undertaking an exemption assessment under the Planning and Development Act 2007; or
(b) providing, including doing anything incidental to providing, a unit title assessment report under the Unit Titles Act 2001.
What class of Works Assessor licence are you applying for? *
(a) site work under the Building Act 2004 for a class 1 building or class 10 building or structure;
(b) development in relation to a class 1 building or class 10 building or structure, mentioned in the Planning and Development Regulation 2008, schedule 1, other than the following:
(i) division 1.3.6;
(ii) section 1.102 and section 1.103;
(iii) section 1.105 to section 1.112
Have you previously held or do you currently hold an ACT licence for the same Works Assessor class(es)? *

You will not be eligible for a Class B Works Assessor licence.

Registration with the National Engineering Registration Board in the engineering practice of either Civil or Structural *
Registration as an Architect with an Architect Board in any Australian jurisdiction *
Registration as a Land Surveyor in any Australian jurisdiction *
Registration as a Registered Landscape Architect with the Australian Institute of Landscape Architects *
Eligible for a class A or B Works Assessor - planning and development *
You will not be eligible for a Unit Title Works Assessor licence.
